I respect those who have objected but they have alarmed themselves unnecessarily: no one’s wages will go down, no one’s benefits will be reduced, and the right to organize and bargain collectively is untouched and intact.

“The only change will be a positive one. Indiana will improve still further its recently earned reputation as one of America’s best places to do business, and we will see more jobs and opportunity for our young people and for all those looking for a better life.”

RIGHT TO WORK CLEARS THE SENATE

STATEHOUSE - Indiana Senate President Pro Tempore David Long (R-Fort Wayne) has applauded fellow Senate lawmakers for passing legislation to allow every Hoosier worker the freedom to choose whether or not to support a union.

House Bill 1001, sponsored by State Sen. Carlin Yoder (R-Middlebury), passed the House of Representatives last week by a vote of 54-44 and passed the Senate Wedneday by a vote of 28-22. It now heads to the governor’s desk for signing and enactment.

“The Senate’s action today is an historic step toward ensuring more freedom for Hoosier workers,” Sen. Long said. “It’s no secret that job creation has been our number one priority this legislative session. With 250,000 Hoosiers still looking for work, it is our duty as state lawmakers to create the best environment possible for attracting jobs and investment to Indiana. HB 1001 will help us do this.”

HB 1001, which would make Indiana the 23rd Right to Work state in the country, makes it illegal for any worker to be forced to pay union dues or fees in order to keep his or her job. In addition to guaranteeing workers the basic right to choose whether or not to support a union, the legislation focuses on job creation by helping attract new employers to Indiana. Business location experts consistently report that many businesses automatically rule out non-Right to Work states when deciding where to locate operations.

“Right to Work is about fairness and economic growth and is another important tool we can use to attract jobs to our state,” Yoder said. “Indiana must be a place where America’s best businesses want to come to invest resources and create jobs. A dynamic and growing economy is critical to our future – for ourselves and for our children and I’m grateful my Senate colleagues passed this legislation to allow more job opportunities and freedom for our workers.”

Right to Work states have far outpaced non-Right to Work states in job creation over the past decade. The Bureau of Labor Statistics report that from 2001 to 2010, Right to Work states saw employment grow 8.2 percent, while non-Right to Work states saw employment shrink 0.5 percent.

Other economic benefits of enacting Right to Work legislation include increased employment and higher wages. In cost-of-living-adjusted dollars, Right to Work states had an average per-capita income of $38,436 in 2010, while non-Right to Work states had an average per-capita income of $36,153. In addition, the average 2010 unemployment rate for Right to Work states was more than half a percent lower than the average rate for non-Right to Work states.

TRAFFICKING BILL SIGNED INTO LAW

INDIANAPOLIS - Governor Mitch Daniels Monday signed SEA 4, a measure that will better protect children by making it easier to prosecute and penalize people who engage in human trafficking.

The bill was the first approved by Indiana lawmakers in the 2012 legislative session and will be in place for this year’s Super Bowl in Indianapolis. In states that have hosted previous Super Bowls, organized crime groups have promoted underage prostitution to out-of-town visitors.

“The message we send today is ‘don’t try it here.’ Super Bowl XLVI in Indianapolis is where this practice ends,” said Daniels. “Thanks to Senator Head and Attorney General Zoeller and those who brought this problem to our attention so we could act to give law enforcement officials the tools they need.”

The bill closes loopholes in current law that allowed some forms of human trafficking to go unprosecuted. It also broadens penalties for those convicted of certain types of trafficking to a Class A felony, which is punishable by 20 to 50 years in prison.

The law allows prosecutors to bring charges against people who use force or fraud to make another person participate in sexual activity or those who promote the participation of children under the age of 16 in sexual activities regardless of whether force was used or consent given. The law makes it a felony to sell or transfer custody of a child under 16 for the purposes of participating in sexual conduct.

“I am grateful to the governor for his steadfast support of this bill,” said Sen. Randy Head, R-Logansport. “It is an important problem this week because of the Super Bowl, but on an ongoing basis because of its extent across the country. Now we have a better tool to fight it because of the hard work of a lot of people and that is a great thing.”

Head was the Senate author and Rep. Greg Steurerwald, R-Danville, was the main sponsor in the House.

According to the Initiative Against Sexual Trafficking, it is estimated that 14,500 to 17,500 men, women and children are trafficked illegally into the United States each year.
